The Theoretical Research on Public Participation for Environmental Protection

环境信息获取权作为公众参与环境保护的方式之一，在英国已经成功地构建了有价值的环境信息公开制度。它由“公共登记册”和“2004年环境信息条例”组成。另一方面，关于“公众参与环境决策的权利”，由于实施了更好的监管议程和参与方式，它不能正常运作，特别是在环境许可制度中。

In regard to "the right of access to environmental information", which is one of the ways of public participation for environmental protection, in the United Kingdom, it has succeeded to construct valuable system to disclose the environmental information to the public. It consists of "public registers" and "Environmental Information Regulation 2004". On the other hand, regarding "the right of public participation in environmental decision-making", it is not working correctly, especially in environmental permitting regimes, because of a result of implementation of the Better Regulation agenda and the way of participation.
