项目摘要

今年度も昨年度に引き続き、化審法とREACH規制に関する日本とEUの政治過程を比較分析した。昨年度の分析結果を踏まえ、今年度は先行研究で十分に分析されていない制度的要因を探るため、理論面・実証面で調査を進めた。具体的には、文献およびデータ調査に加え、日本およびベルギーで資料収集やインタビューといった現地調査を行った。文献調査では、EUの政治制度の歴史的な発展や権力の所在の特徴によって生じる政治過程に着目する先行研究について調査を進めるとともに、日本の政治制度の発展における議論も振り返った。また、OECD等で公表されているデータを用いて各国の規制の強さに関する分析もおこなった。さらに、これらの調査に基づいて、日本およびEUで実際に化学物質規制に関わった専門家に対して調査を行った。日本の化審法改正については、関係各省庁、企業、団体、大学教授に対するインタビューをおこなった。また、ブリュッセルにおいて2013年3月に行った調査でも、REACH策定過程に関わった専門家にインタビューを行った。欧州委員会、化学産業団体、NGO、欧州議会議員、企業、第三国団体、大学教授などである。また、日本とEUについて関係部局のアーカイブや協力機関からの提供を受けて、一次資料の収集をおこなった。このように多角的なデータを用いることによって、化学物質における企業負担の程度に違いが生じた理由について、制度的要因に着目してより深く分析することができた。現在は公表に向けて準備を進めている段階である。
