项目摘要

平成26年度は、本研究の主題である日本の地方政府の立法過程に関する研究を遂行し、その最終的な公刊と、公刊論文に基づく博士論文を完成させた。まず、当該年度の公刊状況については、次の通りである。1、前年度中に投稿済みであった地方議員の立法活動に関する論文は、査読を経て2015年1月刊行の『年報政治学』2014年Ⅱ号に掲載された。また、2、2014年度の日本政治学会では、地方議会の役職配分のメカニズムを委員会の正副委員長の配分状況から検討する報告を行い、その後、投稿・査読を経て2015年3月刊行の『法学政治学論究』104号に掲載された。さらに、3、地方政府の立法的生産性を執政府・議会関係の観点から検討した論文を『公共選択』に投稿し、査読を経て同誌64号に掲載決定済みであり、加えて、4、地方議員の議員行動との関連から地方議会選挙の得票分析を行った論文を『年報政治学』に投稿し、これも同様に査読を経て同誌2015年Ⅰ号に掲載決定済みとなっている。これらの公刊論文に加えて、第1年度からの研究成果をあわせて「日本の地方政府の立法過程」と題する博士学位請求論文を執筆し、採用期間内に提出した。本研究は、1967年から2006年までの47都道府県の立法過程に関する大規模なデータセットを構築した上で、そのメカニズムを理論・実証の両面から明らかにするものである。当該年度の研究成果は、地方政府や地方議会の立法動態（1・3）、地方議会の議事運営（2）、および、それらの選挙的帰結（4）といった立法過程の全体から日本の地方政府の代議政体の機能を明らかにしており、既存の地方政治研究の発展に大きく貢献するものである。また、熟議民主主義研究との関連では、代議政体における審議活動の活性化の要因と帰結に理論的・実証的基礎を与えている。

In 2006, the topic of this research was the research on the legislative process of local government in Japan, and the final public journal and public journal thesis were completed.まず、当该年度の公刊状况については、次の通りである。1. Papers on Legislative Activities of Local Councillors Submitted in the Middle of the Previous Year were published in the January 2015 issue of "Annual Report Political Science" No. II of 2014. 2. Report on the distribution of posts in local councils and committees of the Japanese Political Science Association for the year 2014, published in "Legal Political Science Research" No. 104, March 2015. 3. Productivity of local government legislation, discussion on the relationship between the executive office and the parliament, paper on "public election", contribution, investigation, comrade No. 64, decision, discussion, addition, 4. Analysis of votes for local councillors 'actions, discussion, discussion, comrade No. 1, 2015, decision, discussion. The research results of the first year of the publication of the thesis were submitted within the period of writing and adoption of the doctoral thesis on the topic of "Legislative Process of Local Government in Japan." This study is based on the legislative process of 47 prefectures from 1967 to 2006, and the theory and practice of large-scale construction and construction. The results of this year's research include: legislative developments of local governments and local councils (1·3); proceedings and operations of local councils (2); conclusion of elections; and overall legislative process; clarification of the functions of representative government of local governments in Japan; and major contributions to the development of existing local political research.
