第二次大戦と米社会の最初の接点は、欧州戦災国の支援基金運動であった。1939年秋より全州規模で展開する基金運動は、同年末までに240団体以上が登録されており、総力戦前夜の米世論形成の過程を考察する重要な分析対象である。報告者は、これら基金運動で最大級の成果を上げた組織が、フィランソロピー組織でも政府組織でもない「フィンランド救援基金」(Finnish Relief Fund)であった事実に着目し、平成28年度の研究主題に据えた。それは第一次ソ連＝フィンランド戦争（冬戦争）の勃発直後から3ヶ月余で350万ドル超の募金を全米の多彩な階層から集めた。報告者は、第二次大戦期における戦災支援基金運動の多くが、米国移民による移民出身国への支援活動であった点を重視した。そこに浮上するのは、移民のナショナル・オリジンに対し、米国民に「同情」の軽重を判断させた要因の存在である。報告者は「フィンランド救援基金」の史料分析を国際支援運動の枠組みではなく、米社会のフィン系移民の地位向上運動の枠組みから着手した。平成28年度に収集したスタンフォード大学所蔵の文書「Finnish Relief Fund Records, 1939-1947」の分析によって、17世紀の北米植民地を記念する祝祭遂行のために全米各地で結成されたフィン系移民の祝祭組織が、「フィンランド救援基金」の中核として支援運動を継続していた点が判明した。この支援運動のなかで常に強調されたのが、「フィン人は米国の建国に寄与した最良の白人入植者の子孫」という人種論的アピールであり、戦災は白人種の危機と表象された。すなわち戦災支援基金運動とは、20世紀初頭の米社会で欧州の移民集団が訴え続けた「白人エスニック」としての承認請願の変奏であり、1930年代から40年代には払拭されたはずの「人種階梯論」の「第二次大戦期的な表出方法」でもあった。
