本研究は、生存時間分析を主たる手法として用いる、失業または無業者の状態移行に関する研究である。今年度も引き続き、長期無業の問題に着目し、性別、学歴、前職歴等、どのような個人属性が無業期間の長期化に関連するかを明らかにするため、本格的な実証分析を行った。分析データには、昨年度に整備した就業構造基本調査の個票データを使用した。分析方法には、分位点分解を使い、無業継続月数の分位値の異時点間での比較を行った。具体的には、Cox比例ハザードモデルにより、無業継続月数に対する観察可能な属性の効果をセミパラメトリックに推定し、無業継続月数の分布の2002年から2012年までの5年ごとの変化を、「属性の変化で説明可能な差」と「説明不可能な構造的変化」に分解した。これにより、個人属性の変化が、無業期間の分布の各分位点ごとに、どのように異なる影響を与えたかを明らかにすることが可能になった。その結果、2002年における景気悪化などによる構造的な変化の影響は、離職時の年齢や前職の雇用形態などの個人の属性の違いの影響を相殺するぐらいに大きかったことを示した。また、性別、学歴、前職歴や離職時の個人属性の変化は、無業期間が長期化した場合には、比較的大きな影響を与えることを示した。特に、高齢化や非正規化の進展の無視できない影響は、2007年と2012年の比較でより顕著であった。無業期間の異なる時点での異質な効果は、平均だけでなく分位点に関する分析を行ったことにより明らかにすることができたものである。以上の結果については、九州大学のワークショップ等で研究報告を行った。
