项目摘要

本研究は、タンザニアの牧畜民ダトーガの社会において、利用できる放牧地が歴史的にどのように変化し、共有地の私的な囲い込みがどのように進行しているのか、そして、そのことが社会関係の再編に対していかなる影響を与えているのかを明らかにすることを目的としている。本年度は2016年5月～9月にタンザニアのエヤシ湖岸にて現地調査を行った。また、2005年、2013年、2016年に調査地を撮影した衛星画像を分析して、囲い込まれた土地の範囲の経年変化を明らかにした。得られた成果は以下に大別できる。１）囲い込みの実践調査村では、共有地の囲い込みは1980年代にはじまり、2010年ごろから2016年までの間に急速に拡大した。しかし、土地の囲い込みは住人にとって全く新たな実践であるとはいえない。ダトーガ社会では従来から、個人が、そのホームステッドの周辺の土地を私的な放牧地として優先的に利用することが認められてきた。また、囲い込んだ土地を利用する権利は、明確にそのもち主がもつが、他者による放牧を認める場合もある。共同で家畜を管理する複数世帯が、囲い地を共同で利用する事例も存在した。２）囲い込みの調整囲い込みをめぐるもめごとが頻発していた2016年に、地域の長老会議での議論を経て、個々人が囲い込んだ私的な放牧地の多くを一斉に縮小する出来事が起きた。聞き取りによれば、私的な放牧地の大きさは家畜の数を考慮して決定したが、居住歴が概ね5年以下の住人の場合には、土地を囲い込んで利用する権利が認められなかった。これらの成果は学会や研究会で報告したほか、平成29年度に論文としてまとめて投稿する予定である。本研究の意義は、現地調査と衛星画像の分析とから、私的な放牧地の拡大および縮小を定量的に示すと同時に、住人の間で起きたもめごとにおいて何が主張されたかを、具体的事例から明らかにした点にある。
