项目摘要

本年度はまず、情報系分野との共同研究において行った、第一次世界大戦後の外務省機構について、軍部を含む省外と共有すべき情報を判断する主体が次官人事の変更とともに変遷していたことを明らかにした研究成果が、共著論文として公表された。次に「対外政策」としての海運問題、交渉について、第一次大戦を経て海運業を急成長させた日本が欧州列強により形成されていた従来の国際海運レジームの転換に挑戦し、一度は部分的な達成を遂げながらイギリスとの二国間交渉のなかで挫折していく様相を明らかにした論文が、台湾で出版された学術論文集に中国語で収録、発表された。また2017年10月からは5ヶ月間にわたって、イギリス各地およびオランダでの史料調査(公文書、私文書、企業文書など)に従事した。特に大連、インド、オランダ領東インドで発生した海運問題をめぐる日英、日蘭、英蘭交渉の史料を重点的に調査し、加えてオタワ協定(1932年)前後のイギリスにおける自由/保護主義と海運の議論についても主に個人文書を中心に史料を収集した。その成果から戦間期の海運問題つまり船舶航行をめぐる国家間の対立や調停の本質は、過激な市場競争の是正による経済的政治的協調というよりも、主権国家/属領関係を包摂する、帝国秩序と国際秩序の相克として捉えられるのではないかという考察に至った。以上の視角と日・英・蘭の史料、研究に基づきながらこれまでの成果を体系的に纏めるとともに、積極的な発表(論文投稿)を行っていく。
