项目摘要

本年度も、第一次大戦期に至る時期の通商・経済関係機構の整備の問題を、実際の政治外交過程の中で明らかにすることを目的に研究を行った。昨年度に連合国経済会議を題材に、第一次大戦中の経済外交交渉の展開が機構の改編に影響に与えたことを検討したことを踏まえ、本年度は次の二点を中心に研究を行い、その知見を深化させることを目指した。第一に、大戦以前の時期の通商条約問題に関する史料を収集し、経済会議で議論された大戦期の通商問題をめぐる政治・外交過程の前提を明らかにすることであり、第二に経済会議後に問題となった通商・産業関係の機構をめぐる議論がその後どのように展開したのかを新聞記事などから明らかにすること、である。具体的な史料調査としては、特に前年度検討が不十分であった第一の点に力を入れ、国立国会図書館（憲政資料室・新聞資料室）外務省外交史料館などで昨年度のに引き続いて調査を実行するとともに、イギリス国立公文書館において、日清戦後～第一次大戦期の時期の通商条約改定交渉に関するイギリス外交文書（FO 228、FO 371)の閲覧・収集をおこなった。研究成果の公表に関しては、昨年度行った調査・研究の成果を、本年度の追加調査を踏まえて改訂し、「連合国経済会議（一九一六年）と日本」（『史林』第100巻5号）として発表するとともに、これと関連する内容の学会報告を、10月に第二回東アジア日本研究者協議会国際学術大会で行った。以上のことと並行して、上記の史料調査を基礎とした研究の結果を、国内学会で報告した。
