東日本大震災・東京電力福島第一原子力発電所事故に伴う広域避難は、現在も、事実としてある。しかしながら、避難者の人数さえも正確には把握されておらず、さらに、避難なのか移住なのかは当事者の心情や周囲の見方にもより、そこに国や自治体の避難対策・被災者支援・復興計画や東電の補償等も絡んで、かなり複雑な様相を呈している。本研究は九州（沖縄を除く）への広域避難／移住者の生活過程を記録に残すことを目的とする。研究方法は当初、避難／移住者を対象とする調査票調査を予定していたが、以前から情報交換をしていた支援団体メンバーと検討した結果、関係者へのインタビュー調査に変更した。インタビューした人数は約40人に過ぎないが、広域避難／移住に関わる重要な論点、時間の経過による生活課題の変化や避難／移住に対する当事者自身の認識の変化等を確認することができたのは大きな収穫であった。結果概要は次の4項にまとめられる。（1）広域避難と被災地内・被災地周辺避難とで大きく異なる点は、前者では避難先地域が早期に平常段階に復すること、また、被災・避難に対する避難先地域の認識が薄いこと、したがって避難／移住者が孤立しがちであることである。（2）時間の経過によるライフサイクル・プロセスは生活再建（家族や地域との関係を含む）の方向に大きく影響する。復興過程の分析にはこの視点が不可欠である。（3）時間が過ぎれば、生活再建ができれば、帰還や移住で生活が落ち着けば、それで本複合災害が終わるのではない。本複合災害に遭遇した経験や経験を踏まえての問いは、時間の経過とともに消えるのではなく、生活過程の段階に応じて様相を変え視点を新たにして、続いている。（4）避難／移住者の生活再建上のニーズが多様化し、支援のあり方にも変化が求められている。被災者支援か一般的な生活支援か、被災者支援団体として自立的活動をなしうるのか、岐路に立っている。
