本研究の目的は日本を対象に政策目標の曖昧さに影響を及ぼす要因を析出することにあった。従属変数たる政策目標の曖昧さについて　観察の単位は事業、つまり政策体系における「政策」の下位にある「施策」のさらに下位に一致する「事業」である。各事業について曖昧さの程度を優先順位の曖昧さおよび達成スケジュールの曖昧さに分けそれぞれを一定の基準に従って数値化することによって把握した。独立変数として措定されるのは以下のものである。①政治的な顕著度　これは首相レベル、内閣レベル、国会レベルでそれぞれどの程度言及されるかの頻度に基づいて数値される。②政策の体系性　「施策」のなかでの「事業」の位置づけを数値化する。数値化のポイントは目的―手段の関係がどの程度明確であるかを特定することである。媒介変数について　独立変数が従属変数に及ぼす影響の程度を左右する変数として以下のものが措定されている。①官僚の裁量　各省予算に占める債務負担行為の相対的規模および一つの法律の下にある政省令の数②官僚の専門性　各省の人員に占める技官の比率以上の変数を確定しつつ、先行研究に依拠して以下の仮説を立て、これを検証した。（仮説1）政治的な顕著度の高い事業は目標の曖昧さが高い。（仮説2）体系性の高い事業は目標の曖昧さが低い。（仮説3）政治的な顕著さが目標の曖昧さに及ぼす影響は官僚の裁量の程度によって減速される。（仮説4）政治的な顕著さが目標の曖昧さに及ぼす影響は官僚の専門性の程度によって減速される。（仮説5）事業の体系性が目標の曖昧さに及ぼす影響は官僚の専門性の程度によって加速される。仮説検証作業はおおむね順調に進んでいるが、研究会などで発表を重ねることによって、なお試行錯誤にある変数についてより妥当性の高い指標を発見し、単行本（英語）として出版する計画である。

The purpose of this study is to clarify the impact of the policy on Japan.
