项目摘要

平成30年度の研究においては、奈良公園の歴史的事例の一つを、社会学的あるいは社会史的な分析をおこなうことを主軸課題としつつ、明治期において特徴的な公園設置過程を示した地域を選定し、現地史料や新聞記事の探索を通じて、背景状況などを描き出すことを周辺課題とした。主軸課題については、1939年から51年にかけて、奈良公園の維持および管理を考える奈良県と寺社のあいだで発生した衝突の事例から、日本の地方都市、とりわけ歴史的・文化的に重要な都市公園における公共性の発生とその定着を描きだした。それは、西洋の社会学における公共性とは異なる、「日本的」な公共性の一側面に接近できたと考えられる。この成果は、2018年9月15日に開催された日本社会学会で報告をおこない、最終的に「誰が奈良公園を保存したのか　－1939年から51年の公園地解除の議論から」という論題で、京都大学文学部社会学研究室編『京都社会学年報』第26号に発表した。周辺課題については、2018年11月22日から26日にかけて、栃木県宇都宮市および日光市において、日光山周辺地域の公園化を目的とする明治時代の保存運動の調査をおこなった。また、2019年3月4日から8日にかけて、国立国会図書館において、奈良公園経営の基本にある山林経営や内務省の林業政策に関する先行研究の調査を、東京都公文書館では、奈良公園公園地解除の際の地上権が県に移管する根拠となった東京市の事例の調査を実施した。その結果、東京と奈良においては、その公園管理の発想が全く異なることが判明した。さいごに、2019年3月11日から15日にかけて、沖縄県那覇市の図書館にて、奥武山公園関連の史料収集をおこなった。その結果、公園設置にかかる内地出身の寄留商人や政治家の動向、および学校教育での活用などの実態が明らかになってきた。

The research in the 2000s focused on examples of the history of Nara Park, sociological analysis of social history, and the process of park setting during the Meiji period. The area was selected, local historical materials and news records were explored, and the background situation was described. The main topic is to examine the maintenance and management of Nara Park from 1939 to 1951, and to discuss the occurrence of conflicts in the local cities of Japan, the historical and cultural importance of urban parks, and the development and stability of public nature. The public nature of the Western sociology is different, and the public nature of the Japanese is close to the bottom. The results were published on September 15, 2018 by the Japanese Society of Sociology, and the final topic was "Who preserved Nara Park in 1939? 51 years after the park was removed?" published in "Kyoto Sociology Annual Report," compiled by the Sociology Research Office of Kyoto University's Faculty of Literature. On November 22, 2018, Utsunomiya City, Tochigi Prefecture and Nikko City, the park of the Hikari Mountain area was established. From March 4 to 8, 2019, the National Diet Library conducted a preliminary study on the basic management of Nara Park and the forestry policy of the Ministry of Interior, and the Tokyo Metropolitan Public Library conducted a case study on the relocation of Nara Park land. The result is that Tokyo and Nara have different ideas for park management.
