地方分権的に決定ないし遂行される政策として最低賃金政策に着目し、以下の2つの論文をSSRN上で公開した。第一に、地域別最低賃金上昇はアパートの賃料への影響を招き労働者の負担に影響を与えうること、さらにこの影響は最低賃金が労働者にとって望ましい政策かどうかの指標となることを明らかにした。さらに、日本のデータを用いて実証分析を行い、最低賃金上昇は少なくともあるグループの労働者にとっては望ましかったものの、アパート賃料の上昇を招いており、労働者の支出増をも引き起こしている可能性を示した。第二に、米国やEU域内で見られるように最低賃金の水準が分権的に決定されている状況を理論的に分析した。このような状況では人々の移住行動によって最低賃金政策の正しいコストを地方政府は考慮せず、結果として分権的な意思決定の下では最低賃金水準が望ましくないほどに高くなってしまう可能性があることを示した。今年度は特に、最低賃金と家賃の関係を分析した論文について大幅改訂に取り組んだ。米国のデータを用いた分析を加え、”Minimum Wages and Housing Rents: Theory and Evidence from Two Countries”と改題した。分析の結果、都市部では最低賃金の上昇が家賃の上昇をもたらすことが米国でも日本でも確認された。上昇幅は日本のほうが大きかったが、これについては国際間の違いを反映しているのか単にデータの特性の問題なのかの峻別はできていない状況である。米国版の分析をさらに精緻化して、日本の結果との共通点と相違点をさらに炙り出したうえで論文を査読誌に投稿する予定である。
