项目摘要

元来予定していた出張調査をほとんど行うことができなかった本年であったが、国立国会図書館憲政資料室や新聞資料室で利用できる資料を用いて研究を進展させた。まず、立憲改進党や立憲帝政党などが創設された明治15年前半について、当時の有力新聞を網羅的に調査した。具体的には、従来政府に追随する政党としてほとんど検討されることのなかった立憲帝政党の政党論を分析し、立憲帝政党が後発の政党として政党の複数性を擁護する論陣を張っていたことなど、萌芽期の政党対立において立憲帝政党が果たしていた役割を再評価した。また、立憲帝政党の機関紙である『東京日日新聞』によって提起された＜政党＞と＜政社＞の区別が受容され、流布していく過程についても検討を行った。その結果、改正集会条例が適用される過程で＜政党＞と＜政社＞の区別が援用されたこと、これによって、当初の政党観において重視されていた政党における結合の契機が徐々に後退し、やがて否定的に評価されるに至る経緯が明らかになった。さらに、茨城県立歴史館で調査を行い、初期茨城県会の膨大な議事録を精読することで、府県会内における地理的利害に基づく対立の様相を検討した。府県会における議事手続きの特徴、発言の際に用いられるレトリックの反党派性などを詳しくみることができたが、このような府県会内の自生的な党派と政党がいかに交錯するかという点については十分に明らかにすることはできなかった。今後は、このような主に東京を舞台とした政党観の変容と、府県会等を舞台とした政党あるいは結社の実践という二つの要素の双方向的な影響関係を意識しつつ研究を進めていきたい。
