项目摘要

本研究の主要な目的は、イギリスの通貨管理政策及び財政金融政策との相互連関についての歴史的な分析を通じて、「新自由主義」や「サッチャリズム」という概念を問い直すことである。これらの概念については、制度や政策だけでなく、社会心理や政治哲学、文化などを含む多様な視点から研究が行われているが、学際的な研究にも進展が見られる。本研究は、この多様な視点を組み合わせることによって、1980年代前半のサッチャー政権下の政治経済の動態的メカニズムを捉え直すことを目指している。2022年度では、イギリスの通貨管理及び金融制度改革、住宅政策に着目した地方財政、そしてマクロ予算政策という要素を結合した上で、「サッチャリズム」と「イギリスの新自由主義」をめぐる政治学的な議論と対照させた。本研究は、日本財政学会第79回大会（報告タイトル：「『サッチャリズム』の包括的な再検討へ向けて―財政・金融政策に投影されるイデオロギーと権力メカニズムの歴史的位相」）や、ケインズ学会第12回年次大会（報告タイトル：‘Currency’s Heavy Hand: A Historical Perspective’）にて研究報告を行った。これらの研究報告論文を一つの基盤として、英語及び日本語での投稿論文の執筆を進めている。また、本年度は学会での研究報告に加えて、学際的な観点からの研究も引き続き進めた。具体的には、地方財政（地方自治改革も含む）とインナーシティ問題として顕在化した社会的混乱、そして国際金融あるいは金融制度改革をイギリス政府の政治戦略に着目して捉え直すことである。その一方で、日本にいながら研究資料（政府統計資料や組織内部向け資料などを含む）の収集も行った。Covid-19によって海外資料へのアクセスが当初の計画と比べて制限されているが、2023年度には海外資料で補強した論文を発表すべく研究を進めている。
