研究代表者は、2023年度末から1年間、現地での長期滞在を伴いながら、現地共同研究者との研究を進める予定である。そこで2022年度は、共同研究者と、メールを通じた研究会合を定期的に実施した。2023年秋には共同研究者が来日し、研究代表者とともに学会報告を予定していることから、その準備を2022年度から進めている。共同研究者は地方分権改革と国会議員、地方議会議員の活動との関係性についての文献調査を、研究代表者は都市再開発事業と関係する自治体幹部職ポストに国家公務員が任用されている事例に基づき、地方公務員ではなく、国家公務員を都市自治体が任用している理由についての文献調査を、それぞれ行った。それらの研究に基づいて、2000年代における中央行政機関による自治体への統制と自治体人事との関係について、共同研究者と、都市ガバナンス論といった分析枠組みに基づいて、理論モデルについて意見交換など行った。また2022年は、大統領選挙が実施された年であり、選挙の争点の１つとして公務員制度改革が含まれていたことから、研究代表者は、その点に言及しながら、大統領選挙に関する研究報告を行った。さらに研究代表者は、契約職員任用が拡大する要因を検討した論文を執筆した。これは文献調査を通じて、各都市自治体において幹部職に就いている者たちの任用形式を調査してみると、地方公務員、国家公務員ともに正規職員任用が多数ではあるが、契約職員として任用されている事例も複数、確認できたこと、2019年制度改正など、近年、自治体における契約職員任用緩和につながる法改正が相次いでいたこと、自治体におけるその任用数も再び増加傾向にあること、といった点を確認できたことから、その要因の分析を行ったものである。
