本研究の目的は、スリランカの社会基盤事業に伴う用地取得・住民移転を対象として、政府―市民関係の在り方が、弱いガバナンス構造の下でも政府の関与を必要とする公共財供給の実現をどの程度、またどのように左右するかを明らかにすることである。研究計画は「①用地取得・住民移転にかかわる職員（人的資源）の活動の実態と流動性の把握」「②政府市民関係と負担分配としてのco-productionの実現メカニズムの関係の解明」の二つの課題で構成されており、初年度となる2022年度は職員に対するインタビュー調査を実施しながら道路事業に関する最新情報を収集し、翌年度の住民に対する調査の準備を行うことになっていた。今年度は当初の研究計画に従い、職員に対するインタビュー調査を実施した。従前の研究蓄積を踏まえて、高速道路事業に関する用地取得も引き続き本研究の重要な研究対象ではあるが、今回の調査では、灌漑インフラ整備に伴う用地取得に着目し、州を横断するインフラ整備を担当するスリランカ中央政府の灌漑局と、南部州の灌漑局の職員に対してインタビュー調査を実施し、それぞれの組織構造や職員の採用・キャリアパスの在り方、市民との関係性の違い等について聴き取りを行った。組織を構成する職員に対する可能な限り網羅的な調査を心掛けたため、今回対象とした職員が必ずしも全員直接的に用地取得・住民移転過程に携わる／携わった者というわけではないが、対象組織を限定したことで行政職員の変動の実態と人事管理のプラクティスをかなり詳細に把握することができた。
