项目摘要

これまでの研究で、厚生労働省が推進する地域共生社会を実現するためには、地域単位での「小さな官民協働」「小さな公的サービス」が不可欠であることが明らかになった。家族の形態が変化し、不安定化した個人が「自助」「互助・共助」ベースで地域生活を継続できるようにするためには、公としての自治体と地域における多様な組織が連携して行う、細やかな地域生活支援が不可欠である。事例として、1990年代以降、大阪市生野区における在日コリアンが中心となって取り組んでいる地域福祉活動について、現地調査を中心とした研究を進めてきた。2022年度は本務校の業務、コロナ感染状況により、現地調査を実施することができなかった。ただし、リモートによる参加が可能な「在日コリアン高齢者支援ネットワーク・ハナ」研修会等に参加し、関係の実務家、研究者と研究交流を行うことができた。人口減により急激に縮小する地方の地域生活を支えるコミュニティケアの担い手として、隣保館に着目し、現地調査を進めている。とくに香川県下の隣保館28館中20館(2021年度実績)において取り組まれている「100円モーニング」事業に参加し、食事や会話等、ふだんの活動を通じて地域のつながりを再生する場を観察している。2022年度は、コロナ感染の沈静期に現地調査を実施する機会に恵まれ、高松市田村文化センター、小豆島町草壁会館で「100円モーニング」に参加することができた。これら現地調査については、2023年度中に日本社会福祉学会等で報告を行い、ブラッシュアップを経て、リサーチペーパーのかたちで公表する予定である。
