本研究は地震災害においてリスク認知がリスクマネジメントに繋がるかを明らかにすることを目的として、一定程度地震のリスクを認知する機会のあった地震被災地域を研究対象として、被災した住民の住宅における災害対策行動をリスクマネジメントとみなし、両者の関係を分析する。2022年度は研究対象地域の絞り込みと現地調査を行った。具体的には、近年発生した大型の災害である、2011年東日本大震災と2016年熊本地震を対象災害とした。振動被害が主であった熊本地震と比較すると東日本大震災は大部分が津波被害であり、対象地域を複数とする事で住宅被害の発生機構による影響も考察が可能である。調査対象地域は特定範囲で再建住宅が集積している地域とすることにした。これは住宅再建や住宅内での対策行動における地域環境要因の影響を排除するためである。同一の地域環境に居住する対象者であれば、本研究の目的を達成するための分析が進めやすいと考えた。その結果、東日本大震災に関しては岩手県宮古市田老地区、宮城県石巻市蛇田地区、熊本地震に関しては熊本県益城町の一部地域を対象とすることにした。現地調査では住宅の再建状況を把握することとし、再建された住宅の属性、画像等をGIS連動のスマートフォンアプリを用いて調査した。また、360度カメラも用いて当該地域の再建住宅の状況のデータベースを構築した。また、住宅調査とは別に住民への調査票による予備調査を実施する予定であったが、現地への出張の機会を考慮して住宅調査を先行することにし、住民への調査は2023年度に実施することにした。
