项目摘要

少子高齢化が進み、生産年齢人口が縮小する日本では、要介護高齢者の増加と介護人材の確保難が今後ますます進むとされている。また、アジア諸国においても高齢化が進展している。この事態に備えて、介護人材を国際労働市場からも確保する必要があるが、国際労働市場における介護人材の質の標準化は整っていない。そのため、国際的な移動も可能にするために人材養成の枠組みを構築する。そこで、日本式の介護の価値、知識と技法を教授することのできる国際的介護福祉教育人材育成に取り組む必要がある。本研究では、インドネシアのウダヤナ大学と連携のもと、国際労働市場における介護人材の質の標準化のために、介護の概念、価値、知識、技術を教授するためのプログラムを開発することを目的としている。先行研究において、EPAで来日したインドネシア人は自国の看護と日本の介護のイメージの違いに悩まされ、帰国を選択した人も多いということが明らかになっている（平野：2018）。そのため、看護と介護のイメージのズレを明らかにし、介護の概念や介護福祉士の役割をも理解できるようにしていく。令和４年度は、医学モデルでの教育から生活モデルへの教育へ価値の転換を図るために面接での意識調査実施する予定であったが、新型コロナウイルス感染症の感染拡大により実施が困難であった。そのため、研究連携者とメールやZoom等を使用してディスカッションや調査内容を確認しあってきた。また、面接調査が今後もできない場合を鑑みて、質問紙調査に変更することを確認し、質問紙を作成している。
