项目摘要

本研究では、「タクティカル・サバーバニズム（tactical suburbanism）」を、「(ⅰ) 地域との連携・協働、(ⅱ) 多元的な担い手の発掘・組織化、(ⅲ) 多様な場づくりとそのネットワーク化を念頭に、小さなプロジェクトを連鎖させながら、郊外の暮らしに新しい価値を生み出していくアプローチ」と定義する。そして、このアプローチが日本の郊外住宅地にどのような変化をもたらし得るかを探るため、複数の高経年集合住宅団地における①から③のアクションリサーチを行う。①場の共創の実践：団地のオープンスペース、空き店舗、空き家などを利用した場づくりの実験を団地内外の主体と協働しながら行う。計画・実行・評価・改善のPDCAサイクルを地域に見えるかたちで回していくことで、賛同者や参画者を増やしていく。②効果の評価：①の実践が地域の課題解決や価値創造にどう結び付いたか、効果の評価を行う（効果を評価する概念や指標自体の開発にも取り組む）。評価項目は様々設けるが、軸になるのは、活動を通じてまちづくりの輪がどう広がり、どのような主体が形成されていったか、という視点である（ここでは、参画者の主体性の度合いも分析の対象となる）。③他地域への展開可能性の検討：①②の成果から、TSの郊外再生手法としての可能性と課題、地域特性との関係などを考察し、この手法の他地域への展開可能性を検討する。初年度となる2022年度は、緑ヶ丘団地（神奈川県厚木市）における「オープンストリート」の社会実験（フェンスで閉ざされた団地のオープンスペースを少しずつ開きながら地域の生活の庭につくり変えていく）、敷戸団地（大分県大分市）の空き店舗活用による「しきどベース」の開設・運営（プロセスのなかで場の役割を発見していく）、日の里団地（福岡県宗像市）の大通りの未来を考えるワークショップ、などに取り組んだ。
