项目摘要

初年度である２０２２年度は、分担者と随時打ち合わせをしつつ、既往研究をレビューし、前年度までの予備的調査で収集したデータと合わせ、６月に日本ラテンアメリカ学会で単独の口頭発表を行った。世界的な民主主義の危機やコロナ禍における分断の深化、武力衝突といったグローバルな課題が山積するなか、ラテンアメリカ地域研究がいかに現実と切り結ぶことができるかという問題意識を強く打ち出した。１９３０～４０年代のウルグアイを扱った本発表では、実証面での裏付けに数多くの課題を抱えつつも、本研究の背景となる問いに対して好意的な反応があり、大きな励みとなった。また、本研究は現下のラテンアメリカ地域、特にウルグアイ政治情勢の動きをフォローする作業が欠かせないことから、公開報道や欧米のインテリジェンスレポートなどを丹念に追った。収集したデータを整理して、結果をアジア経済研究所の査読付『ラテンアメリカ・レポート』（オンライン誌）に発表することができた。現右派連合政権の任期前半までを中間評価した本稿を準備する過程で、匿名の査読者からウルグアイの民主主義に関し重要な示唆を得ることができた。本稿は、ちょうど現大統領が訪日する機会と重なったこともあり、公開当初から順当にダウンロード回数が伸びている。さらに、本稿公開に合わせ、発行元のアジア経済研究所がウェビナーを主催し、他の執筆者とともに参加した。同日の記録はＹｏｕｔｕｂｅで視聴可能である。その他、京都外国語大学ラテンアメリカ研究所が主催した南北アメリカ研究者と外交実務者による討論会に参加し、研究成果をもとにウルグアイにおける右派・保守派、反動勢力の特質と現在の政治状況を分析した。
