The Colorado Department of Agriculture (CDA) Biochemistry Laboratory is seeking funding under FDA funding opportunity PAR-20-105, "Laboratory Flexible Funding Model (LFFM) (U19)." The Colorado Department of Agriculture is committed to working with the FDA to enhance the capacity and capabilities of state human and animal food testing laboratories to support the overall goal of an integrated food safety system. The CDA is well-positioned to participate in this FDA LFFM (U19) Discipline D: Track 1 - Sample Collection for the following reasons:  CDA is the lead regulatory agency for regulation of animal feed and pet food in the State of Colorado and is highly experienced and proficient in collection of feed and pet food.  CDA works directly with FDA for regulation and oversight of animal feed and pet food in Colorado and seven (7) members of the CDA inspection staff are FDA-credentialed.  The CDA Inspection and Consumer Services (CDA-ICS) and the CDA Biochemistry Laboratory (CDA-BCL) have the existing infrastructure, agreements, sampling plans, equipment, and trained personnel to commit to the project. Our comprehensive quality management system and laboratory management structure will facilitate a sustainable, reliable testing program to meet FDA goals and objectives for the duration of the project and beyond.  The CDA-ICS have fully implemented the FDA Animal Food Regulatory Program Standards.  The CDA-ICS currently conduct human food sample collection for the United States Department of Agriculture (USDA) Food Emergency Response Network (FERN) and the USDA Pesticide Data Program (PDP) cooperative agreements. Through this Cooperative Agreement, CDA proposes to further develop, expand and enhance our human and animal food testing programs. This project will assist the laboratory in obtaining the necessary samples to complete the goals of this cooperative agreement and will provide FDA with additional capacity for testing of food commodities to further the goal of achieving a nationally integrated food safety system. The proposed CDA project team has the necessary qualifications, professional and administrative skills, and depth of experience to accomplish the key project areas.
