Recent UK Government's policies and best practice documents coalesced in the Infrastructure and Projects Authority's Policy paper (Sept 2021) Transforming Infrastructure Performance: Roadmap to 2030; describes a vision for the future in which we collectively prioritise the societal outcomes we need, including embedding systems thinking about how we embrace net zero, information management processes and new technologies so that project outcomes are fit for our ever-changing world.Over the last decade, Building Information Modelling (BIM) has been implemented by organisations seeking to improve information management practices. BIM Level 2 became mandatory for UK publicly funded projects in 2016, leading to the ISO 19650 suite of standards -- now referenced in major infrastructure contracts across the globe. To date, the main effort has been on improving the capital expenditure design, production and construction phases based on traditional end-to-end linear processes, rather than being circular economy and sustainable outcomes focused.It is now pretty much accepted that to solve the major challenges facing government departments, agents, businesses, and society, from climate change to macroeconomic disruption, that we need high-performance computing solutions to work.However, whether technology works is no longer a standalone question, as it is wrapped up in whether digital delivery models, derive sustainable commercial and societal value. Achieving this requires not only technology but applying new systems innovation and change methods, underpinned by diverse and inclusive skills to develop, deploy and infuse them.Integrated Digital Delivery for Asset Systems (IDDAS) is a Digital Engineering use case solution, which is about much more than creating BIM 3D models, it relates to a holistic, integrated, collaborative and transparent approach; collating data and revealing information and knowledge to generate insights and intelligence for data driven and outcome-aligned decision-making; forming the building blocks for critical infrastructure success in the 21st century.Digital Transformation Industry 4.0 broadly describes a digital environment that collects and combines data from different sources to create an orchestrated enterprise that communicates, analyses, synthesises and uses this information, to drive further intelligent action back in the physical world.IDDAS is the embodiment of this concept, helping to transform the delivery ecosystem (organizations including suppliers, distributors, customers, competitors, government agencies) in divergent areas: socio-technical and economic, information, knowledge, business intelligence, and competitiveness.
