Strange sanctuary: refugee sanctuary movements in late 20th century

Refugees are not merely objects of politics governed by the actions and agendas of British officials or a post-war welfare state. Rather, their lives, their aspirations, their claims, and their experiences can illuminate our understanding of the depth of, and tensions surrounding, human rights and internationalist commitments in late twentieth-century Britain. My PhD deals with the refugee sanctuary movement of the 1980s and early 1990s in Britain, and will explore the church as a site of community organisation and unification, working across nationalities, faiths, and political agendas. By developing an understanding based upon oral testimonies and archival remnants, I will draw upon a corpus of theological debates and political theory, along with recent interdisciplinary studies of other sanctuary campaigns, to investigate how these campaign networks reworked their parameters in attempts to create a moral catalyst for legal change. Through analysis of how these community campaigns born from dismay and hope wrestled for public legitimacy against the echelons of government, I aim to unveil the social and political processes that constitute negotiated interactions between "top down" and "bottom up" exercises of power.
