In this proposal to the NSERC Collaborative Research and Development (CRD) program, we propose a knowledge based sampling approach to identifying polychlorinated biphenyls (PCB for short) contaminated transformers for decontamination of PCB. PCB is known to be harmful to human health and environments. PCB transformers contain about 82% of PCBs currently in use in Canada [3], and askarel (generally 40-80% PCB) is largely contained in tens of thousands of in-service transformers and in several thousands in-storage transformers. In British Columbia alone, there are more than 5000 transformers. Although PCB transformers were not manufactured after 1986, since they have an expected life-time of 50 years, a very large number of transformers in use today still contain PCB. With the cost of each (high voltage) transformer in the range of 1-5 million dollars, replacing all existing PCB transformers is impractical and no utility can financially afford to do so. However, the parties at the Stockholm Convention [2] are obligated to phase out the use of PCBs in equipment by 2025. Until then, existing equipment must be properly managed to reduce human and environmental exposure to PCB.The solution developed through this research project will greatly encourage PCB owners, such as power utilities across Canada, to expedite the phase-out of PCB equipment by minimizing the cost involved and maximizing the re-use of existing equipment. This proposal was jointly developed by Simon Fraser University (SFU) and the British Columbia Transmission Corporation (BCTC).
