Nature of IPE from a Viewpoint of Economics and Scenarios of World Order in the Post-Cold War Era

1.随着美苏两极格局的瓦解，恰逢冷战结束，后冷战时代的世界新秩序成为全世界关注的问题，各种情景(Pax americana II，Bigemony，Pax Nipponica，Pax Consortis等)都被提出来讨论。因此，这项研究考察了他们之间的关系以及实现这一目标的可能性。为了澄清冷战后世界秩序的真实面貌，本研究考察了集体安全和国际经济秩序重组的现实条件。因此，可以清楚地看到以分担国际公共产品为特征的第二次美洲和平进程的稳步进展。3.冷战后秩序的变化与国际政治经济的趋势密切相关。本研究围绕国际和平教育中的两大理论--霸权稳定论和国际相互依存理论，探讨了这两种理论的特点和争议点。在这一点上，HST和IIT的根本区别源于对国际政治格局的几个根本性变化的不同把握，特别是经济因素的权重增加。IIT诞生于以国家为中心的国际政治方式的反面，因为它最初重视一些跨国关系。然而，随着对政权的关注，IIT在性质上发生了变化，成为一种以国家为中心的理论。因此，出现了两种理论并存、合作的可能性。事实上，HST和IIT主要是在一个国际公共产品领域相互结合，并协同使用，以证明各种国际负担分担是正当的。

With a break down of US-USSR bipolar structure, coinciding with the end of the Cold War, new world order in the post-Cold War era became a matter of concern all over the world, and various scenarios (Pax Americana II, bigemony, Pax Nipponica, Pax Consortis, etc.) were taken up for discussion. So this study has examined their relations and possibilities of coming true.2. With the intention of clarifying a real image of world order after the Cold War, this study has investigated the actual conditions of reorganization of collective security and international economic order. Consequently a steady progress of Pax Americana II,characterized by burden sharing of international public goods, could be clearly recognized.3.Arguments over the post-Cold War order has been closely connected with the trend of international political economy (IPE) . Focusing on two major theories in IPE, hegemonic stability theory (HST) and international interdependence theory (IIT) , this study has inquired into their characteristic features and controversial points. In this connection, fundamental differences between HST and IIT has sprung from different manner of grasp about several essential changes in international political structure, especially increasing weight of economic factors.4. IIT was born as an antith esis of HST characterized by state-centric approach to international politics, because it originally attached importance to some transnational relations. However, along with focusing on the regimes IIT has changed in quality and become a state-centric theory itself. For that reason there appeared a possibility of two theories' coexistence and cooperation. In fact HST and IIT has been combined each other mainly in a field of international public goods, and used in concert for the sake of justifying all sorts of international burden sharings.
