Plurality and Peculiarity of Resource Conflict and Cooperation : Cases from Southeast Asia

本研究以东南亚为个案，探讨资源冲突与合作的政治过程。文献调查和广泛深入的实地调查揭示了以下特点：(1)现有的以国家为导向的资源管理体制正在向更“参与性”或“全球性”的资源管理体制转变。(2)这些变化发生在不同的国家和地区背景下，从整体上看，这些变化很可能是“自上而下”的权力。(3)具有坚实非正式制度基础的强大而有弹性的社会能够抵制、应对甚至利用这种权力渗透。

Taking the cases from Southeast Asia, this study explores the political process of resource conflict and cooperation. Literature surveys, intensive and extensive fieldworks revealed following characteristics: (1) the existing state-oriented resource management regimes are changing toward more "participatory" or "global-oriented" ones. (2) these changes occur with different national and regional contexts, which as a whole is likely to enforce the power from "above". (3) a strong and resilient society which has a firm informal institutional basis can resist or cope with, or even utilize such infiltration of power.
