A Comparative Study on the Transformation of the Local Third Sector Organizations with the Localization of Medical and Health Services in Japan and UK

通过对伦敦中心城区和郊区第三部门组织的研究，我们发现了当地第三部门组织的多元化（或两极分化）。在此基础上，我们对日本的研究进行了分析，并对日本的研究结果进行了分析，认为日本的研究结果呈现出多样化的趋势，主要表现在对公共服务结果评价的重视、不同服务项目的包装委托以及卫生和社会服务评价中用户参与的发展等。第三部门中的中等规模组织是日本和英国公共服务多样化的重要条件，我们考虑了第三部门参与地方政府决策的方案以及一般（主要在地方一级）和特殊（主要在更广泛或国家一级）类型的基础设施组织的作用。

From our researches on the third sector organizations in the inner city area and the suburbs of London, we found the diversification (or polarization) of local third sector. Some set up consortium and accepted entrepreneurship if possible, otherwise made use volunteers.The main factors of the diversification were the emphasizing of outcome evaluation of public services, the packaging of different services for commissioning and the development of user participation to the evaluation of health and social services.Based on the researches in UK we reconstructed our analysis scheme to having researches in Japan. We understood that the middle size organizations among third sector were an important condition for the variety of public service in Japan and UK and we considered the scheme of participation of third sector to decision making of local authority and the roles of general(mainly at local level) and specific (mainly at wider or nationallevel)type of infrastructure organizations.
