2022年度は、戦前期の都市計画を検討するにあたって、とくに帝都復興計画における「復興」と「復旧」をめぐる論争について分析した。なかでも本年度調査を進めたのは、後藤新平をはじめとする復興当局が唱えた「復興」と、伊東巳代治らを中心とする政界の重鎮らが重視した「復旧」という概念、そして後藤とは多少異なるものの、社会政策をリードした福田徳三らによる「復興」論の論争過程である。この分析の結果については、学会発表を行った。また、本研究の理論的側面については、既存の都市計画史が都市計画家中心に描かれているという批判を検討している。そこで提起されたのは、「計画」を近代社会のなかで当然実現されていくべき合理的な政策として捉えるのではなく、「計画」自体を問いに据えることによって、「計画」そのものの政治性を分析するという転換であった。その分析のためには、都市計画がその固有の時代・社会においてどのように位置づけられ、その実行が諸社会集団に対し、葛藤や軋轢、抵抗などのいかなる影響を及ぼしたのか検討される必要がある。そのため、本研究でも都市計画当局と住民をはじめとする多様なアクターの関係性を捉えることとしている。この試みにあたり、本研究では両者間において生起した〈説得的コミュニケーション〉に着目するという視座を採用することとした。この研究視座を構築する過程で、「説得」と「討議」、「折衝」を比較検討しながら、英米圏における政策過程論、計画理論を批判的に再検討している。こうした計画理論と近年の都市研究の接合にも努め、本研究をもとにした博士論文において詳細に議論した。
