项目摘要

2021年度においては，新型コロナウイルス感染症の拡大，ならびに東京オリンピックの延期開催等による社会・行政の混乱に伴い，主として先行研究の調査に力点を置いて研究を進めた。本研究は地方教育行政における英語教育のカリキュラム政策を分析するものであり，直接的に関わる先行研究としては「英語教育」や「英語教育政策」といった分野のものが考えられる。それに加え，本研究では「他教科のカリキュラム」や「他教科の教育政策」，「政治学」や「行政学」も調査対象とした。その結果，教育課程行政の政策過程における「権力」や，地域ごとの最適状態である「ローカル・オプティマム」といった概念が本研究の分析枠組みに位置づけられた。また，国語・理科・社会科などの政策過程や，既存の教科の枠組みにとらわれない「ふるさと教育」に関する先行研究を収集した。聞き取り調査については，現地を訪れての調査が難しい状況であったため，筆者のこれまでの調査で得られたデータを分析し，翌年度以降における調査項目の精緻化を行った。年度の後半には，研究代表者の所属研究機関の異動が決まったため，郵送調査等に関しても新たな研究機関に異動後に行うことが望ましいと判断し，2021年度中は調査票の作成等，準備にとどめることとした。調査の具体的な実行スケジュールについては，2022年度以降における新型コロナウイルス感染症の拡大状況を勘案して柔軟に調整する必要があると考えている。加えて，年度の後半には，教育課程に関する中央政府の過去の審議会の議事録ならびに配布資料が多量に得られたため，それらの整理ならびに電子データ化を行った。この作業は当初の研究計画にはなかったものであったが，地方政府の教育課程行政を分析するうえで重要な要素であるため，その対処に相当数の時間を割いた。
