今年度も新型コロナウィルス感染症の影響を考慮しながら進めた。今年度は、主に調査先自治体Bに重点を起きながら、2点の作業に取り組んだ。第1に、前年度に収集したデータの分析である。中学校区の住民等の協力によって発行される資料等の追加収集・整理等を行いながら、同校区の実践の変容過程について分析を行った。第2に、継続して調査先の事例校の中学校区関係者にインタビュー調査を行った。特に、調査先自治体の事例校の管理職として、教委事務局において学校運営協議会制度拡大の推進役として貢献した人物にインタビューを行うことができた。その際、教委事務局職員として、管理職として学校や教師達が抱える受苦を見出し、コミュニティ・スクールの活動を通した中学校区レベルの学校間連携への発展、教委事務局と学校運営協議会の関係や動き、制度導入当初の意図や趣旨、施策拡大の取り組み等の情報を収集した。そして、調査先の中学校区内の小学校、教委事務局でも勤務した経験を持つ教師にインタビューを行うことができた。調査対象事例内の小学校において、中学校区レベルで推進されている授業方法を実践しており、加えて保護者・地域住民も参加するかたちの実践に取り組んだ経緯・内容について聞きくことができた。また、インタビュー協力者の勤務校で実践されていた生徒指導体制、生徒指導のスタンスについても聞き取っており、中学校区レベルで子どもに関する課題が共通している点、対応方法の共通性について一定程度確認することができた。以上、大きく2点の作業を通して、どのようにして対象事例の教師や学校が地域、保護者と関わりながらコミュニティ・スクールの取り組みを進めたのかについて検討している。
