项目摘要

本研究は、公共事業分析の枠組みとして用いられている「受益圏・受苦圏論」を適用し、学校運営協議会制度の運用に伴う教育行政、一般行政、学校、地域社会の関係性を検討するものである。検討に際し、地方教育行政が展開する自治体教育政策としての同制度の功罪を問うことで同制度を実証的に評価し、政策・施策を導入・実施する主体である教育委員会事務局、CSの関係性を考察した。昨年度に引き続き、政策科学に関する文献のレビューを継続して行った。また、昨年度に実施した訪問調査を通して、学校運営協議会及びCSを取り巻く受益圏・受苦圏の描出を試みた。継続的な調査活動によって成果が表れつつあるが、膨大なデータ収集を要することが判明した。そこで、2か年計画で性急に研究を完遂するのではなく、2か年計画の研究を受益圏・受苦圏を描出するための基礎的段階に位置付けなおした。①訪問調査大分県玖珠郡を事例とした。大分県玖珠郡では数回に渡って調査を行い、教委事務局関係者、首長部局関係者に面接調査、資料提供を受けた。特に、学校運営協議会制度運用に関連して、玖珠町に所在する県立高校(CS)の支援政策の調査を行った。②研究成果報告第1に、論文発表である。全国学会で査読付き投稿論文が掲載された。この論文は、昨年度から継続調査をしている基礎自治体を事例とした論文で、本研究の成果の中核を成す。受けた評価として、自治体内の各学校運営協議会に配置された行政委員が、どのような機能を果たすのかを検討することで、学校運営協議会制度を本来の趣旨に即した機能をさせるのに貢献度の高い知見であるとの評価を受けた。第2に、全国学会での発表である。ここでは大分県玖珠郡での調査データを踏まえ、地方教育行政による学校運営協議会制度運用について、県教育委員会と市町村教育委員会間の政策参照の様相等を分析した。なおこの内容で年度末に関連学会に論文投稿を行った。
