主に、次の４つの事項にかかる研究活動を推進した。第１に、社会の多元化が進行している英国（イングランド）を例に取り、公教育の制度編成の在り方の変遷と、その中での学校理事会（School Governing Bodies）の役割を検討した。特に、生徒の参加や、困難集中地域における地域性を踏まえた運営の可能性について、主要な論者や、特筆しうる地域を特定し、その検討を行った。特に、マイケル・フィールディング氏や、スチュアート・ランソン氏の実証的研究や理論構築について整理した。第２に、日本国内における学校運営協議会制度の制度について、特に、学校の自律性の観点から再評価を行った。学校運営協議会から教育委員会への意見申出の制度化を巡る経緯を踏まえ、コロナ禍におけるコミュニティ・スクールの活動態様を、コミュニティにおけるニーズの多元性と関わらせながら検討し、その研究成果の一部は論文にまとめることができた。第３に、本来予定していたアンケート調査であるが、これについては、研究代表者の年間計画と、アンケート実施時期との調整を考慮に入れ、新年度に実施することとしたが、その準備として、過去に実施されたアンケート調査の項目等を整理した。第４に、学校運営協議会をめぐって中央政府並びに各地方政府が出している文書（ガイドライン、指導助言文書、規定等）については、常に最新情報を確認するとともに、関係分野の政策動向（中央教育審議会等での審議動向、こども基本法など重要法改正）などについて確認を行い、本研究をどのような文脈に位置付けることが可能かについて考察を進めた。
