昨年度に整理した3つの課題の中で、今年度「インナーシティ」と「ケアの空間」という2つの課題に特に注目していた。「インナーシティ」に関しては大阪市西成区を事例にして、その発展を政策から議論し、3つの異なる期を洗い出した。第1期（19世紀末から1950年代）には、主に排除的な性格を持つ政策がインナーシティの発展に寄与したが、第2期（1950年代半ばから1990年代前半）には、社会運動や日雇い労働者の暴動に対応した政府の直接介入が優勢になった。第3期（1990年代後半から現在）では、こうした政府による直接的な介入は徐々に後退し、地域コミュニティやNPOなどの市民組織、市場などが福祉提供にますます動員され、インナーシティを形成する重要な要素になっている。「ケアの空間」に関しては『戦略2022』によるウィーン市のホームレス政策の改革を整理し、新しく導入された方針（①迅速かつ直接的支援、②居住の優先、③柔軟性と継続性、④自己決定とプライバシー）と支援体制の再編（6分野）について明らかにした。しかし、その一つの分野である恒常支援付き居住からすると、『戦略2022』による新しい方針は支援団体と十分共有されていないこと、または利用者層の変化により支援団体のスタッフの負担が増加してしまうという2つの課題が明らかになった。さらに「ケアの空間」をロンドン、マイアミ、大阪の事例をもとに、コモニングの日常的な実践と、サービスハブが養育、ケア、連帯の空間として都市で果たす役割に焦点を当てた。その結果は複雑であった。一方、サービスハブは生活困窮者の自由な生存を可能にし、資本主義から大きく外れたところだったため、都市の一部の空間が脱商品化されて、周縁的なものになったと考えられる。他方、サービスハブは変革をもたらす潜在的な機能もあるが、それは限定的なものであったと明らかになった。
