项目摘要

フランスでは、社会集団の存在を否定した大革命以降、零細経営の上に成り立つ中小自作農など、独立した諸個人を基礎とした社会が、近代における一つの特徴をなしたが、諸個人が各種社会集団に組み入れられる組織化の傾向は、それが制度上可能となった19世紀末以降、農業信用の領域においても見られた。この中で、組織化へのフランス銀行の関与も立法措置により規定され、実際に農業信用組織や農業組合組織が普及していった。同行の関与の具体例としては、政府への上納金という間接的な経路を通じた農業地域金庫の長期融資への支援などを挙げることができる。このことは、短期融資を原則としていた同行の業態の、国家の介入を通じた拡大を意味しているのみならず、農業融資対象の地理的な拡大も伴っていた。背景には、19世紀末の長期不況の下で、新興国産の農作物の輸入によって打撃を受けた農業国フランスの事情があった。農業の組織化を強調する精神は、20世紀初頭に入っても、農務大臣の回状において顕著に表れている。以上のような政治領域と経済領域の緊密化の傾向は、激化する国家間の経済競争への対応が背景にあったと言い換えることもできる。類似の傾向は、国内外のフランス系商工会議所の活動においても見られる。具体例としては、1880年代以降、『商業会議所会報』の刊行を通じて、全国の商工会議所が政治に自らの要望を訴え、一種の世論の形成に努めた事実を挙げることができる。フランス銀行を取り巻くこうした外的環境の変化は、共和派の総裁の下で遂行された同行の支店網の著しい拡大にもつながったと言える。同行による便益の拡大は、個別の支店経営のレヴェルで見れば、マルセイユ支店における海外植民地支払地払手形の直接割引の増加や、ディジョン支店における地域経済浮揚の意思といった形で具体的に表れている。
