项目摘要

当該研究の目的は1891〜1914年のフランス労働局の活動事例を通じて、第三共和政下の社会運営をめぐる国家介入と私的イニシアティヴの交錯局面を検討することにあった。本年度は、工業化・社会保障・労働問題などに関する文献を購入し、これまで収集・購入した史料・文献を整理した上で、「第三共和政期フランスにおける労働局と社会改革」(『歴史と経済』第190号、2006年1月)を発表した。本論文で明らかになった点は以下の通りである。まず、労働局を指揮するA.フォンテーヌにおいて、労働・社会政策における国家介入の根拠は、国民の生存を保障し、第三共和政下の社会的連帯を実現する国家の役割に求められた。これに対して、「パトロナージュ」を主張するE.シェイソンは、私的イニシアティヴを重視しつつも、統計の精緻化という原則において、労働局を通じた国家介入に賛同した。他方、労働の科学的分析という観点から労働局の活動を捉えるならば、労働局と医学物理学者の協力関係が社会改革の新しい流れを生み出しつつあった。例えばA.アンベールは、医学的・物理的視点から社会問題題の解決と社会平和の実現を模索し、労働時間短縮や新型機械の導入による生産性上昇の可能性を展望していた。ただし、1906年週休法の運用過程についてみると、フランス鉄鋼協会による導入反対の結果、労働局は現状維持を選択することになった。結局、国家と産業界の関係において、第一次世界大戦以前の労働局の関与は、企業の生産活動に配慮した緩やかな国家介入であった。とはいえ、労働局の活動が社会改革の方向性として経済的近代化を視野に入れていた事実は注目に値する。なぜなら、産業界における合理化の遅れゆえに、労働局における経済的近代化の理念は、戦間期の国家介入の正当性を裏づける要素の一つとなり得るからである。
