项目摘要

本研究に於いて不可欠な実証実験のサイトに目論んでいた新潟県佐渡市の地域包括ケアシステムを構成する諸施設・事業者は2021年度を通じ厳重なコロナ感染警戒態勢を続けており、沈静化の見通しも立たなかったことから、本件実証実験の詳細計画に関する交渉や打合せを進めることが出来なかった。また、現地協力団体の中心的存在である地域ケア情報連携基盤ひまわりネットの運営主体がNPOから市に変更されたことで、意思疎通に円滑さを欠いた。この為、メール往来などを通じ状況の把握に努めるに留まった。この間、開発サイドに於いては、協力事業者とリモート会議を主に折衝を続け、新型機材の技術情報などの検討を行った。また、代表研究者が所属機関の研究委員長に着任し、人を対象とする研究に関する関係三省ガイドラインの統合に伴い研究倫理審査委員会規程を見直したところ改訂を要することが判明したため、所属機関事務局と協力して所要の規程整備および関係事項の手配を行い、2022年度にはガイドラインに合致した研究倫理審査委員会の運営が可能な体制を整えた。これ迄、本研究計画は改訂前の研究倫理審査委員会規程に沿って進めてきたが、今後、詳細策定する実証実験計画は、改定後の規程に従い改めて審査を経る必要があると考えられ、その準備を進めた。以上のとおり2021年度中は本研究は実質的に停頓しており、活動は個人研究費の範囲で行われ、交付された本件研究費を支出することはなかった。
