新型感染症によって国境管理が厳格化され、市中の人々の行動も抑制され、その結果として経済活動の大きな部分が停止した。留学交流にも大きな影響があった。学位留学、交換留学、認定留学、語学留学、短期の海外フィールドワークやインターンシップなども全世界でほぼストップさせられた。また高等教育自体が感染症によって質的かつ量的に大変化を遂げつつあり、そのような時代の動きの中で、新常態（New Normal）での留学交流が姿を現し始めている。感染症終息後にも大学教育のグローバル化を止めないため、日本を含む世界の高等教育機関はどのような教育の国際化戦略をとるのか。またそのビジョンを共有するのか。新たな国際化戦略は、コロナ前までに構築されてきた教育資産やネットワーク、プロトコルを基礎としつつも、感染症の影響を加味しながら、交流の枠組みや手順について世界の教育機関でビジョンを共有する必要がある。本プロジェクトは日本と縁が深い世界の研究者や実践者を巻き込みつつ、日本の若手研究者が、あらたな学生交流再開に向けてビジョンを共有するためのアクションリサーチである。日本発の若手中心の研究・調査プロジェクトとして立ち上げたリサーチである。当初に取り組んだ国大協および公大協、ならびに私大協・私大連などの協力を得ての全国規模調査（2021年度取りまとめ）に基づき、以下に取り組んでいる；①　世界での留学生政策に関する資料収集・情報交換； ②　国内における留学交流に関するデータの分析；　③　海外で日本留学待機中の外国人留学生を含めた、広範なステークホルダーへのインタビュー等の調査；　④　若手に地域を割り振った上での国際交流関係者との交流と意見交換二週間に一度の定期ミーティングを行い、研究者間の連携と調査・研究の進行を調整して日本の高等教育の「ニューノーマル」を海外に発信するとともに、海外の情況をモニターしている。
