项目摘要

本研究の目的は、メコン河流域諸国（タイ、ラオス、ベトナム等）のインフラ整備により拡大した物的・人的接続性に伴い活発化した越境移民が、疫病・失業等の地域的に偏在するリスクの多寡に影響を受け居住パターンを形成することを地理情報として可視化し、空間情報を踏まえたセーフティネットを構築できないかを問うものである。まさに、2020 年に感染爆発したCOVID-19がもたらした現象と合致し、本研究の政策的意義が深化した。研究を進める中、関連分野で三菱財団による助成が決まったことや海外渡航が制限されたため、GIS／GPSデータを活用した空間分析の手法を活かしつつ、国内外のデータを収集しつつ研究を進めていくこととした。沖縄（特に離島）は一時期COVID-19 の人口あたりの死者重篤者数が世界規模で傑出しており、医療インフラが供給できなかったことから、医療従事者は疲弊し、飲食・観光業を中心に地域経済に多大な打撃を与えた。本研究の問いに接近しつつも、目の前の惨禍を直視し自分なりの貢献を行うことが、経済開発研究に携わる者としての社会貢献のあり方と自認し、現地の協力者とも相談しながら進めることとした。研究の成果を発信していくことで、セーフティネットの空間的理解が深まり、国内・国外を問わず開発課題の解決に資することに本研究が有効に活用されたことは研究者としての誇りである。2023年には、海外渡航制限が解除されたことに伴い、ラオス、タイなど当初想定していた国でのフィールド調査を行う環境が整った。これまでの研究成果を踏まえ、共同研究機関（名古屋大学）とも連携しつつ、越境移民が抱えるリスク、特に人間の安全保障・SDGs（持続的開発目標）（疾病・教育）ををデータ化、可視化し、空間分析研究の最先端にあるペンシルバニア大学など米国の研究機関とも連携し、本研究を通じて開発課題の解決に引き続き取り組んでいきたい。

The purpose of this study is to improve the quality of life of the river basin countries (such as rice, etc.), and to develop the geographical information, visualization, and spatial information of the river basin countries. The outbreak of COVID-19 in 2020 has led to a convergence of phenomena and deepened the policy implications of this study. The research is carried out in the middle and related fields, and the overseas navigation is controlled. The GIS/GPS data is used. The spatial analysis method is activated.
