政府の住宅政策は、1990年代半ばから、市場メカニズムを利用する方向に転換した。そこでは、市場重視の住宅施策の展開に併せて、市場住宅を確保できない低所得者に対応する必要が生じた。この枠組みのなかで、2007年制定の住宅セーフティネット法にもとづき、高齢者、母子世帯、障害者などの「住宅確保要配慮者」のために、賃貸住宅のセーフティネットを構築する政策がとられた。同法2017年改正では、民営借家の空き家を活用する方針が強調された。しかし、住宅セーフティネット政策は、小規模な実績しかあげていない。住宅セーフティネット形成は、市場重視の住宅政策における低所得者対応の新たな中心手段であるにもかかわらず、その理論・実証研究はほとんど実施されず、実績の低さの原因も未解明のままである。以上の文脈をふまえ、本研究は、住宅セーフティネットの再構築のあり方を、実態分析と制度分析、さらに国際比較分析から包括的に追求しようとするものである。この目的に沿い、本年度は、インターネット上に公開された登録住宅の情報を系統的に収集し、供給主体、入居対象、広さ、家賃、立地、築年数などのデータベースを作成・分析することで、どのような住宅が登録されたのかを把握した。その結果、登録住宅の大半は、政府がはたらきかけた不動産業界の特定企業によるもので、制度は一般家主にはまったく普及していないこと、登録住宅のほぼすべては住宅確保要配慮者を限定対象とする専用住宅ではなく、一般世帯をも対象していること、したがって、登録住宅はセーフティネットとして機能しているとはいえないこと、などを明らかにした。さらに、諸外国の住宅政策との比較を含め、日本のセーフティネット政策を説明するための理論枠組みを検討した。
