スウェーデン・フィンランド両国で障害者雇用を積極的に行っている地方自治体や企業に対してインタビュー調査とアンケート調査を行って、障害者雇用拡大のための取り組みに関して量的及び質的の両面から検証を行った。2022年度は、世界的に新型コロナの感染が収束傾向にあったため、フィンランド・スウェーデンの両国で1度だけ現地調査をおこなうことができた。現地調査に加えて、文献調査、emailによる聞き取り調査、Zoomを活用してのインタビュー調査によって研究をすすめた。具体的には、(1)フィンランドの地方自治体（Helsinki市、Vantaa市）の障害者雇用の取り組みの調査と検証、(2)スウェーデン及びフィンランド両国の障害者雇用拡大のための国営企業であるSamhall（スウェーデン）とTyokanava（フィンランド）の取り組みと障害者雇用への効果に関する検証、(3)フィンランドで障害者を積極的に雇用している企業の調査、(4)障害者雇用促進のための制度、法律、アクターの整理とアクター間の関係性、協力体制等の明確化、 (6)障害者雇用と社会厚生に関する理論モデルの精緻化、を行った。2022年度の研究により以下の点が明らかとなった。つまり、(1)企業や組織が障害者雇用を開始するにあたって政府から支給される「賃金補助金」が不可欠であること、(2)障害者の雇用開始・継続のためにはジョブコーチによるパーソナライズされた継続的なサポートが必要であること、(3)就労の継続がある程度の期間を経過するとサポートなしに障害者が就労し続けることが可能となること、(4)その際の障害者の生産性は賃金補助金なしでの給与に十分見合うものであること、(5)障害者雇用拡大のためには障害者雇用を行おうとする企業や組織へ何らかのインセンティブを付与することが重要であること、である。
