项目摘要

本年度は、昨年度にザールラントにおけるドイツ帰属派の主張を検討したことをふまえ、さらにザールラントの地域社会の動向とドイツ帰属派の主張の関係を探るため、フランスの政策に対する地域社会の反応を検討した。一般的にフランス文化に対し好意的な反応が見られた一方で、初等教育からフランス語教育を試みた教育政策、ドイツとは異なるザール・アイデンティティを形成しようとしたスポーツ政策、ドイツの教会の影響を遮断しようとした教会政策など、地域社会の日常に介入する政策の多くは反発をまねいていた。とくに教会政策の検討からは、カトリック住民の比率が高いザールラントにおけるカトリック教会の影響力の大きさが浮き彫りになった。なかでもトリーア司教ボルネヴァッサーは、1935年の住民投票時にもドイツ帰属を主張しており、昨年度に続いて1935年住民投票と戦後の動向の関連が明らかとなった。本年度は本研究課題の三年目であり、過去二年の成果を踏まえつつ、最終年度となる令和5年度に向けて研究の焦点を絞り込むための検討も行った。一昨年度に西ドイツの全ドイツ問題相カイザーとザール自治政府首相ホフマンの「ヨーロッパ化」およびナショナリズムをめぐる考え方の相違に注目したが、両者はともに反ナチ抵抗活動家であり、それに加えてカトリック政治家という共通点があった。本年度の考察で明らかになったカトリック教会の役割とあわせ、カトリック政治家とナショナリズムとの関係の考察をより深めることが論点としてあらためて浮上した。具体的には、ザールラントのドイツ帰属派を支援した全ドイツ問題相カイザーに即して、その主張のロジックに注目する。
