项目摘要

本研究は、ドイツ帝国の南洋植民地の統治政策を比較分析し、日本とドイツの南洋統治の経験の相互影響を分析することを目的としている。また、英国やフランスなどの他の植民地帝国の政策との共時的な連関性を視野に入れ、ドイツ帝国の南洋進出と支配の背景と動因を明らかにする。当該年度は前年度までの研究実績を踏まえ、ゾルフ（Wilhelm Solf）の講演録、個人書簡や日記、伝記の史料分析を中心として、研究を進めた。ゾルフは、サモア総督および植民長官、外務長官として、ドイツ帝国の植民地政策を主導した人物である。第一次世界大戦後のヴァイマル共和国においても、ゾルフは閣僚として留任するが、革命の急進化を求めた独立社会民主党と対立した。外務長官および植民長官のポストを辞任した後、駐日ドイツ大使を務めた。当該年度は上記の史料分析を通じて、第一次世界大戦とドイツ革命後のゾルフの政治構想の変化、日本の植民学者や植民地政策論者への影響を検討した。ゾルフの個人文書を利用することができたことから、サモアに関連する史料収集と分析は進んでいるが、ドイツ領ニューギニアに関する先行研究と研究動向の整理、史料収集と分析は進んでいない。当初の研究計画では、ドイツ連邦文書館、ドイツ外務省外交政治資料館、プロイセン枢密文書館、ベルリン州立図書館、東京大学および琉球大学、国立国会図書館において史料、文献調査を行う予定であった。しかし2021年度に引き続き、2022年度も新型コロナウィルス感染拡大防止措置の影響で文書館や図書館等の利用制限があり、上記の文書館および図書館、研究機関における史料、文献調査はできなかった。そのため研究計画を変更し、デジタルアーカイブを活用し、学会や研究会での報告や議論、情報交換はオンライン会議システムを用いた。
