本課題は、18世紀から19世紀にかけての「諸国家体系の成熟」とその具体的成果としての「ヨーロッパ協調」の観点から戦間期を再検討し、とりわけ戦間前期における国際システムの成熟（＝世界協調）に真に寄与するはずであった構想や試み、そしてそれを阻害した諸要因を総合的に検討する。本年度は、ウィーン体制期研究により国際政治史の基礎構造を解明し、それとの比較の中で戦間期国際秩序の構造的前提を明らかにすることであり、事件史解明に比重を置いた当初計画よりも構造史解明に比重を置いた研究活動となった。具体的には、次のような成果を挙げることができる。①17世紀・18世紀から19世紀初頭にかけて約200年間をかけて行われた「諸国家体系の成熟」によって、国際秩序は第5層―国際紛争（戦争状態）、第4層―二極均衡、第3層―多極均衡、第2層―国際協調（大国間協調）、第1層―集団安全保障、という重層的・ヒエラルキー的構造によって成り立っていると分析することができる。②ウィーン体制期（特に1815-22年）に成立した集団安全保障は、それ以前に積み重ねられた重層性の上に成立したものと分析することができる。③19世紀の国際政治史は、1822年に第2層、19世紀中盤に第3層、19世紀後半には第3層から第4層へと劣化し、20世紀前半にかけて第5層にまで劣化したものとみることができる。④20世紀におけるウィルソン流の集団安全保障概念は、19世紀後半に出現した第4層（二極均衡）をヨーロッパ外交の本質として捉え、第3層、第2層の成熟の成果や成熟への取り組みを否定するような平板な勢力均衡批判を背景とするものであり、そのことによって20世紀以降の国際秩序がつねに成熟を妨げられ、戦間期においても、国際連盟という第2層のアリーナを築くことには成功したものの、第3層の再強化に失敗し、秩序崩壊を招く結果になったのではないかと判断される。

This topic is a re-examination of the maturity of various state systems and their concrete achievements from the 18th century to the 19th century, and a re-examination of the maturity of international systems (= world coordination) in the early stage of the period. This year, the proportion of structural analysis in the history of international politics and the proportion of structural analysis in the history of international politics and the proportion of structural analysis in the history of international politics are set. The concept of collective security in the 20th century appeared in the second half of the 19th century. The fourth layer (bipolar equilibrium) was the essence of diplomacy.
