项目摘要

本研究は、都市開発によって創出された民有の公的空間の持続可能な民間管理のあり方について議論するために、特に英米で展開されている、民有公的空間の公共性についての議論の動向、民間の取組みや行政による民間管理の状況把握や関与の手法を明らかにし、わが国における萌芽的な取組みを把握したうえで、今後の展開について議論することを目的とする。わが国における都市開発にともない創出される公的空間の数は増加しており、そのうちには民間管理による賑わいの創出が促進される一方で、管理が行き届かないものもある。他方、英国においては、行政による都市計画補足図書の策定等による公共の利用に供する都市空間としての位置づけや、民間による持続可能な財源確保の手法が展開されている。英国の特に首都ロンドンにおいて、現地ヒアリング調査と実地調査を行い、都市開発を通して創出される民有公的空間の量的拡大と同時に質的な向上を確認した。同時に、民有公的空間の増加に対して、公共性の担保の懸念が議論されていることを確認しながら、行政側の対応を調査した。その結果、都市開発の最も多い大ロンドン庁では、都市開発の際に必要となる都市計画補足図書において、民有公的空間の管理運営に関する協定書が位置づけられたことを確認した。本制度は開始されたばかりであり、今後その適用事業についてケーススタディしながら、行政による民間管理の状況把握と関与の手法についてその効果と課題を検証していく予定にしている。
