项目摘要

研究の全体目的は、初等・中等教育の普遍化が進展する一方で、種々の国内格差が生起している現実において、その普遍化と格差の構造を解明することである。より具体的には、次の３つの研究目的を設定し、段階的に実行する。①教育の普遍化が進展するなかでの格差の類型化と社会構造の把握、②教育格差を是正するための政策・実践例の抽出と成功要因・課題・発展性の分析、③政策的示唆・含意、実践上の課題の整理、および公正で質の高い教育提供モデルの検討。2021年度（第3年度）は、展開段階後期として、目標をより絞り込んだ現地調査あるいは合同調査を行い、教育格差への対応策とその問題点、発展性等を整理・分析を踏まえ、政策的示唆・含意や実践上の課題を整理し、低所得国を念頭に置いた教育提供モデルの検討を始める予定であった。しかしながら、新型コロナウイルス感染症拡大により引き続き海外渡航が制限され、研究発表の機会である国内外の学術大会も、中止されることが多かった。したがって、2021年度に計画していた活動の多くは、2022年度まで延期せざるを得なかった。そのような厳しい状況であったが、全研究期間にわたる成果を取りまとめるべく、2023年に書籍を上梓する準備を行ってきた。多様な社会、様々な教育の発展段階において、教育と格差をめぐって、いかなる課題があるのか、それぞれの担当者が得意とするテーマと研究方法であぶり出せるように原稿の整理、相互に内容の検討を行ってきた。また、合同調査として、2023年３月にケニアにおいて4名で実施することができた。この成果は、『アフリカ教育研究』誌（13号、2023年12月発行予定）において、特集を組み、公表する予定である。

The overall purpose of this study is to clarify the structure of the universalization of primary and secondary education in China. The specific objectives of the study are set and implemented at different levels. (1) Classification of educational standards and grasp of social structure;(2) Analysis of policy, practice, success factors, issues, development;(3) Discussion of policy implications, arrangement of practical issues; and (4) Fair and high-quality education. In 2021 (3rd year), we will organize, analyze, discuss, discuss. The new type of infection is widely used in overseas navigation, research and development opportunities, and academic conferences at home and abroad. Many activities planned for 2021 will be postponed for 2022. The results of the whole study period were obtained, and the books were prepared for publication in 2023. A variety of social and educational development stages, education and quality differences, topics, responsibilities, research methods, document organization, mutual content and discussion. Contract investigation, March 2023, 4 names implemented. The results of this research are published in the journal "Education Research"(No. 13, scheduled to be issued in December 2023).
