项目摘要

本研究の目的は、「関係的平等」という政治理論に基づく熟議民主主義論の正当化を行い、かつその実現可能性を探ることである。２０２０年度は、熟議民主主義論における規範的な研究と実証的な研究の双方を参照し、規範的な原理の実現可能性を探る研究を行った。これは大きく２つの研究にまとめられる。第一に、熟議民主主義論の理念が具体的に展開される典型的な場であるミニ・パブリックスにおける平等についての研究を行った。本研究では、社会的なジェンダー不平等が熟議民主主義論にとってなぜ深刻な問題となるのか、そして熟議民主主義のミクロな実現形態であるミニ・パブリックスにおいてジェンダー不平等がどのように現れているのかについて概観することを目的に文献のレビューを行った。既存の研究は、ミニ・パブリックスに現れるジェンダー不平等をさまざまな方法を用いて測定しており、その結果は両義的である。第二に、熟議民主主義論の観点から、将来世代とどのような政治的関係を構築しうるかについての研究を行った。私たちは現在の民主的政治において、将来世代を十分に代表しているとは言い難い。しかし将来世代の代表は、将来世代が現在に声を発することができないという困難を抱える。とくに本人代理人モデルが中心の代表の標準的な理解と人々のありのままの選好を集計する民主主義の集計アプローチの組み合わせは、将来世代の代表をより困難にする。こうした困難に対して既存研究は代理代表という枠組みでアプローチしてきたが、本研究では「代表の構築主義的転回」を踏まえたアプローチを試み、将来世代のよりよい代表が可能となりうることを示した。
