项目摘要

本研究は、擁立される議員の属性や政策的立場における特徴が得票率および政策に与える効果を検討することを目的として、分析を行ってきた。本年度の研究実績について、３点に分けて以下に記述する。第１に、議員と選挙区との地縁の有無が当該議員の得票率に与える影響を分析した。その結果として、小選挙区制比例代表性並立制下では、地縁を有する議員はより多く得票することが明らかとなった。この分析結果は、『神戸法学雑誌』71巻3号に掲載された。第２に、議員と選挙区との間の地縁の有無が、議員と選挙区の政策的立場の距離に与える影響についての分析に着手した。この分析については、日本政治学会2022年度研究大会において口頭報告を行うことが決定している。第３に、これまでの研究を、博士論文の前段階である単位修得論文にまとめ、2022年1月に神戸大学法学研究科に提出し、博士後期課程の単位を修得した。この論文では、地縁という属性が、議員が選挙区を代表する程度の同一選挙制度下での差異を説明する一因となっていること、政党の候補者擁立戦略が地元候補の公認を規定する結果、こうした多様性がもたらされていることを明らかにした。この単位修得論文を基に、現在、一年以内の学位取得を目指して博士論文を執筆中である。以上を踏まえると、全体の進捗状況は、一部コロナ禍の影響等で予定とは異なる点もあるが、概ね順調といえる。第一に、議員の地縁と得票の関係について、これまでの蓄積を生かしつつ、データの構築とその分析を行い、執筆した論文の投稿・掲載を達成した。第二に、議員の地縁が政策的立場に与える影響についての分析に着手し、学会報告が決定している。第三に、最大の成果としてこれまでの知見を単位修得論文にまとめた。今後、これを基に速やかに博士論文を完成させ、さらには書籍として出版も可能な状況まで到達することができた。
