项目摘要

本年度は、コロナ禍により、学校及び地域レベルの修身科の試験に関する資料収集が困難であったため、都道府県教育史、及び都道府県教育雑誌等所収の断片的な資料を収集、整理、総合し、比較的資料の厚い、明治15年前後から30年代（教育令期、第一次、第二次小学校令の時期）の試験問題の分析を行った。そのさい、比較的資料が集められた静岡県、長野県松本市を事例として取り上げながら、分析、考察を行った。第一次小学校令以降の結論を列挙すれば以下の通りとなる。1　まず、試験問題関係史資料の残存状況をみると、第一次小学校令の時期がかなり多い。これは、全国的趨勢として、試験執行の責任が府県から郡市・町村へと移行する中で、郡市・町村がそれまでの厳格な試験実施方法を踏襲しようとして、府県に代わって修身科を含む試験への関わりを強めたことの現れと考えられる。試験の内容に関しては、尋常科（4年制）では、行儀・作法（基本的生活習慣、慣習）、格言に関する知識を問う問題が多くを占めており、低学年ほどその傾向が強い。2　道徳の本質である動機の形成に関わる問題も存在する（問題の形式としては「～しなければならいのは、何故ですか？」）が、子どもの考えを答えさせるのではなく、授業で教えられた「答を暗記し再生させる」（カテキズム）問題となっている。なお、尋常科では、日常道徳の問題が殆どであり、教育勅語が発布された後の第二小学校令の時期であっても、国家道徳に関する問題は少ない。3　高等科では、偉人等の事蹟とその偉人たる所以を知識として問う問題が出題されるが、この場合でも2で述べた傾向は抜きがたく存在する。4　要するに、「正しい」道徳の知識を問うことに終始する傾向が強い。背景には、別に制度化された人物評価や操行評価によって行動の良さが評価されていることから修身科の試験が「知識」（の暗記）に収斂していったという事情がある。
