项目摘要

本研究は、日本と状況が一部類似するイタリア――異なった伝統を有する英米圏の改革をモデルとし「大学改革」を進める――の状況を調査し、日本の状況と対比することで、日本の今後について何らかの視座を得ることを目的としている。前年度までの調査で、イタリアでガバナンス改革とともに柱となった認証評価が高度にシステム化され、また研究評価システムの構築が進む一方で、学生への聴取も重視されることを確認したが、実際は伝統的に学生の側も「教え方（教えられ方）」については注意を払ってこなかったという状況があることが分かった。調査を進めた結果、教育学の枠組みのなかでの活動やその先がけとなる活動はあったものの、（高等）教育開発者（いわゆるファカルティ・デベロッパー）の専門家団体AsdUniが成立したのは2018年と遅く、日本も教育改善の活動は遅れたというものの、それともまた異なったバランスの置き方で研究・教育・社会貢献の「改革」が進められてきたことが明らかとなった。また、新型コロナ以降、日本でも、それ以前から行われてはいたもののデジタル変革（DX）への流れが強まったが、イタリアでも同様の傾向が進みつつある。ただこうしたDXは、公共セクターにおいて実施される場合でも一般にアジャイル的な開発と相性が良いものとされ、近年構築が進められてきた目標設定とその達成とその改善サイクルを組み立てていく内部質保証と認証評価による質保証とは相いれない側面がある。他方で「PDCAサイクル」の強調は現場で行われている（行われ得る）改善の実際とずれるのではないかという議論において想定されている改善のあり方とアジャイル的開発は似ているところがあるため、イタリアと日本における「大学改革」とは何であり、うまくいかない点については何が要因かを描き出すための参照点として若干の分析を進め成果を国際研究会等で共有した。
